ERIE, Pa. — Republican Pat Fuller was campaigning in perhaps the hottest suburb of the hottest county in Pennsylvania when he realized he had a problem.

They weren’t dogs. After knocking on more than 2,500 doors this cycle — more than anyone else in Erie County — Fuller knew how to deal with aggressive pets. And it wasn’t the police, although he said the police had been called to his home three times this year alone during a customer survey.

His problem was technological. Every few houses, the app he used to create the canvas kept crashing.
