A city woman is facing charges after she allegedly held a knife and threatened to stab her neighbors.

Jill L. Maxwell, 52, was taken into custody shortly after 9 a.m. Saturday and charged with six counts of aggravated assault, terroristic threats and three counts of simple assault, as well as possession of a weapon and resisting arrest, along with summary charges for harassment.

She was unable to post $25,000 bail and was booked into the Blair County Jail. Her preliminary hearing is scheduled for Oct. 30 before District Judge Daniel C. DeAntonio.

According to the probable cause affidavit and a report of the incident on the Altoona police Facebook page, officers were dispatched to a residence in the 900 block of Seventh Avenue for a disturbance between Maxwell and other residents of the duplex.

While speaking with two victims, police saw Maxwell leave her apartment and go onto the porch with a large kitchen knife. Maxwell screamed and screamed at the victims and held the knife over the dividing wall of the two porches, the report said.

An officer pulled out a Taser and ordered Maxwell to drop the knife, which she eventually did, according to court documents.

When told she was being arrested, Maxwell attempted to return to her apartment. She also tried to pull away from the officer, fell to the ground and continued to pull her arms away from the officer, the report said.

Additional officers arrived on scene to take Maxwell into custody. At one point, Maxwell told an officer that she would stab the victims and cut their throats.

Police said in the affidavit that the officer’s presence at the scene as Maxwell left her apartment with the knife prevented her attempt to injure the victims.

As she tried to put Maxwell into a patrol vehicle, she tried to grab an officer’s duty belt with her hands cuffed behind her back, the report said. She also bumped into officers, fell to the ground and refused to get up. Officers lifted her off the ground as she continued to struggle. She was placed in the vehicle and transported to the police station, where she refused to exit the vehicle and had to be carried to the reception hall, according to the affidavit.

Police said during the investigation it was determined that the argument between the neighbors stemmed from the other residents allegedly harassing Maxwell because she said her husband Taylor Kinney from the hit TV show “Chicago Fire” was coming meeting them in the apartment for the first time.

According to his online bio, Kinney, who plays Kelly Severide, married model Ashley Cruger on April 30. He is originally from Lancaster.
