50 open violations at Nob Hill Apartments in Syracuse

From the outside, Nob Hill looks like a typical apartment complex.

But people living there say they have seen a drastic decline in order inside. The city of Syracuse says there are 50 open code violations. Everything from the inability to pick up trash to repeatedly not mowing the lawn around the property.

He said the city and state require complexes to turn up heat for all units on or by Sept. 15, but management has not done so there. Instead, they waited until this week and then discovered that the boilers in two of the buildings were leaking.

Jake Dishaw, the deputy commissioner of Code Enforcement and Zoning Administration, says he has seen a sharp decline since new management took over. “We feel like they are sucking the life out of the complex with every dollar they can get for their profit margin. The people who live there and pay the rent work hard – our residents, our constituents suffer. They’re dealing with things that they shouldn’t have to deal with.

Dishaw says the city will use any means necessary to hold property managers accountable.

One tenant, Dave, told the I-Team: “When I first came, it was wonderful to be here. The facility was clean, well maintained, the building was maintained. And over the last five years, I’ve seen it worsening, especially after COVID.”

Jamir Chambers also lives there. He said he doesn’t have a working thermostat in his unit. “I feel like I don’t really want to live here, but rather look for another apartment somewhere else.”

“None of them would live in such conditions. None of them would live in such conditions,” said his neighbor Dave.
