A disaster response company that replaced the controversial DocGo as New York City’s migrant services provider could cost taxpayers more than $450 million last year and counting, The Post has learned.

City Councilman Justin Brannan (D-Brooklyn) called on city and state auditors to investigate Garner Environmental Services’ contract in a scathing letter Thursday exclusively obtained by The Post.

Garner previously signed a $30 million emergency services standby contract with the city. When City Hall ended its $432 million no-bid contract with DocGo in May after months of backlash, it handed the troubled company’s responsibility for housing the city’s tens of thousands of migrants to Garner.

But Brannan, the City Council Finance Committee chairman who is running for city comptroller, argued that Garner is expected to make nearly $457 million, according to city records — more than DocGo’s widely criticized $432 million contract – and without any meaningful scrutiny and review having taken place.

“When DocGo’s contract with NYC ended, the mayor’s office projected that Garner would save $10 less per person per night than DocGo by managing the city’s asylum seeker support services,” his letter said.

“However, given the astronomical 15-fold inflation in contract value, it is difficult to imagine how these savings will be passed on to New Yorkers.”

Garner representatives said the company has not yet received the $457 million put together by Brannan and City Records.

“Garner is proud to offer New York City taxpayers more cost-effective services compared to previous providers addressing the refugee crisis,” Todd Riddle, CEO of Garner Environmental Services, said in a statement.

“We value our long-standing, two-decade partnership with the city and remain committed to delivering reliable and efficient solutions during this critical time.”

DocGo’s problems were a thorn in the side of Mayor Eric Adams as his administration struggled with the first waves of 200,000 migrants arriving in New York City starting in 2022.

The city had hired DocGo, a company that offered COVID testing, to provide shelter, food and other services to migrants under a $432 million emergency contract in May 2023.

But the major contract proved difficult, aside from the fact that it was awarded without the typical bidding process that most government contracts go through.

The company came under fire for using unlicensed security guards in city refugee shelters, throwing away thousands of uneaten meals every day and alleging costly mismanagement.

Ultimately, Adams did not renew the one-year contract with DocGo; instead, city officials transferred responsibility to Garner, a Texas-based emergency response company that, according to its representatives, has provided emergency services to New York City since 9/11.

City officials did this under a pre-existing contract between Garner and the Department of Citywide Administrative Services, Brannan’s letter said.

The $30 million agreement served as a “parent contract” from which the city awarded another $426 million in direct contracts, essentially pay-as-you-go, to agencies that handle migrant housing and other needs.

A recent direct order came on Oct. 7: The city allocated $3.2 million for “emergency housing” at the humanitarian migrant shelter at 455 Jefferson St. in Brooklyn, records show.

Garner is one of several companies providing migrant services to the city, and the direct contracts cited in Brannan’s letter include existing projects prior to DocGo’s transition.

Brannan claims Garner’s behavior toward the city was “deeply alarming.”

In his letter, which references a recent audit by city Comptroller Brad Lander, Garner argues that he “exploited” Health & Hospitals by causing the public hospital system to pay more than 117 U.S $79 an hour for security guards, while another city agency would be charged just $79 an hour under the same contract.

Garner also charged more than $130 an hour for managers at migrant shelters, well above DocGo’s rate of $88.33, Brannan’s letter said.

“While it is undoubtedly the Adams administration’s fault for not coordinating negotiations more aggressively, Garner’s complicity in plundering an agency for significantly greater profits is unacceptable,” Brannan charged in the letter.

Garner representatives said the company plans to respond more fully to the details in Brannan’s letter.

City Hall officials referred the comment to the Department of Citywide Administrative Services, where representatives said the Garner contract was part of a decades-old agreement to deal with emergencies.

Brannan’s letter, addressed to Lander and state Comptroller Tom DiNapoli, notes that Garner also has an $800 million contract with New York State that has not been subject to a preliminary audit.

After Hurricane Milton, Orange City, Florida was hit by flooded streets, widespread flooding and storm damage.

A milder winter is expected in Vermont this year, according to a federal weather report.

According to the National Oceanic and Atmospheric Administration’s winter forecast, there is a nearly 50/50 chance that Vermont will be warmer than normal in the months of December, January and February.

According to the National Center for Environment Information, the average winter temperature in Vermont in 2023 was 27.2 degrees Fahrenheit, 9.9 degrees below the 1901-2000 average.

La Niña is expected to dominate the weather this winter.

The forecasters’ discussion said there is a 71% chance of La Niña occurring from September to November, with that probability continuing from January to March 2025.

What is the NOAA forecast for Vermont this fall?

A NOAA forecast also found that Vermont, as well as the rest of New England, is expected to have above-average rainfall amounts for the remainder of this fall, with a 33% to 40% chance in October, November and December.

The forecast says there is a 40% to 50% chance that temperatures will be above average in most parts of Vermont this fall.

What is La Nina?

La Niña, which means “little girl” in Spanish, is a weather pattern that can impact winter temperatures, according to NOAA.

“During La Niña events, trade winds are even stronger than usual, pushing more warm water into Asia,” NOAA said. “Off the west coast of America, upwelling increases, bringing cold, nutrient-rich water to the surface… This cold water in the Pacific is driving the jet stream northward.”

As cold water in the Pacific pushes the jet stream north during La Niña, the southern United States may experience more droughts, while the Pacific Northwest and Canada experience simultaneous heavy rains and flooding.

“Winter temperatures are warmer than normal in the south and cooler than normal in the north,” NOAA said in a portion of the U.S. where La Nina is active.

Nathan MacKinnon scored at 4:19 of overtime to give the Colorado Avalanche their first win of the season, a 4-3 victory over the Anaheim Ducks on Friday night in Denver.

MacKinnon had an assist and Ross Colton scored two goals in the third period, including a center goal. Casey Mittelstadt also scored a goal and an assist, Mikko Rantanen added three assists and Alexandar Georgiev stopped 17 shots for Colorado.

MacKinnon got the winning goal when he got through three Anaheim players and fired a shot to Lukas Dostal, who made the first save before the puck leaked out. It was MacKinnon’s second season and avoided the Avalanche’s first 0-5-0 start since moving to Denver in 1995.

Troy Terry, Leo Carlsson and Ryan Strome scored goals and Dostal made 45 saves for Anaheim.

Jets 8, Sharks 3

Cole Perfetti had two goals and two assists, Nikolaj Ehlers had two goals and an assist and Vladislav Namestnikov and Neal Pionk each had a goal and three assists as host Winnipeg defeated San Jose.

Kyle Connor and Josh Morrissey also scored goals and Gabriel Vilardi and Alex Iafallo each had two assists for the Jets, who improved to 4-0-0, the best start to a season in franchise history. Winnipeg, which finished with four power-play goals, moved into a tie for first place with the Dallas Stars in the Central Division.

Tyler Toffoli, Luke Kunin and Fabian Zetterlund scored for the Sharks, who remain winless in five games this season (0-3-2). Vitek Vanecek replaced starter Mackenzie Blackwood, who allowed five goals on 18 shots and made 15 saves in the first 21:46 minutes.

Hurricanes 4, Penguins 1

Martin Necas scored a goal and an assist as Carolina earned the win over host Pittsburgh.

Jackson Blake, Shayne Gostisbehere and Jack Roslovic also scored goals for the Hurricanes in their first away game of the season. Carolina’s first scheduled away contest at the Tampa Bay Lightning on October 12 was postponed due to Hurricane Milton. Jesperi Kotkaniemi had two assists and Frederik Andersen made 25 saves for his first win of the season.

Drew O’Connor scored for the Penguins, while goaltender Joel Blomqvist stopped 35 shots. Pittsburgh had 26 shots on goal, including 15 in the scoreless third period, ending its two-game winning streak.

The Country Music Hall of Fame® and Country Music Museum will explore the groundbreaking, influential career of Rosanne Cash in its newest exhibition. Rosanne Cash: Time Is a Mirror explores Cash’s 40-plus year journey as an artist, songwriter and storyteller and how she has embodied both tradition and innovation in her musical career. The exhibition, which opens on Thursday, December 5th and runs until March 2026, is included with museum admission.

From the 1970s to the present, Cash has secured a distinctive place in American music. Their songs are based on rockabilly rhythms, the truth-telling of folk-rock songwriters, West Coast country-rock energy, new wave flash and deep-rooted country music. A four-time Grammy winner, her hits include “Seven Year Ache,” “Blue Moon with Heartache,” “I Don’t Know Why You Don’t Want Me,” “I Don’t Want to Spoil the Party.” It Hasn’t Happened Yet,” “Tennessee Flat Top Box,” “No Memories Hangin’ Round,” and “Never Be You,” among others. Throughout her career, she has maintained an unwavering artistic spirit and vision. In 2021, Cash became the first female composer to receive the MacDowell Medal, awarded since 1960 to a female artist who has made an outstanding contribution to American culture.

“Rosanne Cash has been called a ‘musical mystic’ and a ‘songwriter-time traveler,'” said Kyle Young, executive director of the Country Music Hall of Fame and Museum. “Their music moves across genres and legacies, looking back and forward in time. While working within the musical traditions that have shaped her, she has defined the ways in which she has taken those traditions in new and unexpected directions.”

“I never expected to be welcomed and honored in this way by the Country Music Hall of Fame and Country Music Museum,” Cash said. “I am truly honored as I have great respect for the museum’s mission and the dedicated team who excel in conservation and education. It was exciting to go through the artifacts of my life and career with the curators and realize that these things have value beyond my own memories. I thought about my children a lot while sorting through items, listening to songs, and discussing the exhibit, and the best part of this honor is the anticipation of sharing the experience with them. I am extremely grateful for this honor and the opportunity to deepen my relationship with the Country Music Hall of Fame and Museum.”

The exhibition includes stage clothing, song manuscripts, instruments, photographs, videos and more. Artifacts on display include:

  • Cash’s handwritten lyrics for her song “The Real Me” from her 1987 album King’s Record Shop.
  • Cash’s red velvet scarf worn in the 1988 music video for “It’s a Such a Small World” by Rodney Crowell. Her duet with Crowell was a number one country hit and was included on his 1988 album Diamonds & Dust.
  • A humble desk that Johnny Cash used while writing in his small, private home office. Rosanne, who inherited the desk after her father’s death, sees it as a prism in which past and future, legacy and rebellion come together.
  • The 1964 Gibson Dove guitar that Cash’s husband John Leventhal purchased in the 1990s. For many years it was their main performance guitar. Leventhal also played the instrument extensively on Cash’s 2003 album Rules of Travel and gave it as a wedding gift to Rosanne’s daughter Carrie Crowell and her husband, musician and producer Dan Knobler in 2014.
  • Cash’s model guitar Martin OM-28M Rosanne Cash Signature Edition, which she used extensively. The instrument is the first of 48 of her signature guitars she has built, with a rose inlay on the headstock and a mother-of-pearl inlaid “CASH” script on the last fret of the fingerboard.
  • Cash’s handwritten lyrics to her song “Closer Than I Appear” from her 2003 album Rules of Travel.
  • Laser-cut leather duster coat designed by Carmen Marc Valvo that Cash wore in 2006 at performances including the South by Southwest (SXSW) conference in Austin, her concert at Carnegie Hall and The Ellen DeGeneres Show.
  • Cash’s checked Libertine jacket was worn on the cover of her 2009 album The List.
  • Cash’s Alabama Chanin suede jacket, embellished with gold beads, worn when she was inducted into the Austin City Limits Hall of Fame in 2017. During the ceremony at ACL Live in Austin at the Moody Theater, Cash and John Leventhal were joined by Ry Cooder and Neko Case and Elvis Costello for a performance of Cash’s breakthrough 1981 hit “Seven Year Ache.”
  • Jacket designed by Stella McCartney, decorated with rhinestones and embroidered birds, worn by Cash at the Americana Honors & Awards ceremony at the Ryman Auditorium in Nashville in 2018.

In support of the exhibition opening, Cash will participate in a conversation and performance in the museum’s CMA Theater on Sunday, December 8, at 2:30 p.m. The interview is illustrated with archive photos, audio recordings and video clips. The Professional Fighters League (PFL) will host its biggest fight card yet as the historic “Battle of the Giants” pay-per-view (PPV) event takes place TODAY (Sat. Oct. 19, 2024) in Riyadh, Saudi Arabia . The focus of the event is a heavyweight title fight Francis Ngannou Slaughter Renan Ferreira for the “Super Fight” championship belt, while Cris Cyborg And Larissa Pacheco Take a look at the women’s Super Fight featherweight belt.

It’s a great time for heavyweight division across the mixed martial arts (MMA) landscape. Aside from the current 265-pound king of the Ultimate Fighting Championship (UFC), Jon Jonesis preparing to defend his title against him Stipe Miocic At UFC 309 next month, the Professional Fighters League (PFL) will crown a new heavyweight king when Ngannou makes his highly anticipated debut against current division champion Ferreira in one of two Super Fights championship bouts.

PFL

Ngannou has not competed in MMA since his loss Ciryl Gane at UFC 270 in January 2022, his last fight in the Octagon. While he was busy boxing, he lost two consecutive fights to Tyson Fury And Anthony Joshua – It will be interesting to see where he is at with his all-around MMA game. With that in mind, he probably won’t use it all because big men like to throw bombs and “The Predator’s” punching power has only gotten better as he prepares for his boxing career. And this attack needs to be on point because Ferreira is a real monster with a power in his hands that will turn anyone’s lights out… just ask Ryan Bader.

Sure, Ferreira doesn’t have the biggest name or fanfare like many of the heavyweights mentioned above, but he has the ability to pay the bills (literally). He has a record of 13-3-3 with 11 impressive knockouts on his resume. He won the 2023 PFL Heavyweight Tournament with a technical knockout (TKO) victory. Denis Golzowand followed up that performance by winning the PFL Champion vs. Bellator Champion Super Belt earlier this year with a 21-second knockout victory over the aforementioned Ryan Bader (see it again here). Now he has a chance to win another 265-pound title with a victory over the man many consider to be the hardest-hitting heavyweight of all time. Ngannou comes from the UFC, so some even assume that Ferreira will be the lineal heavyweight champion since “The Predator” never actually lost the title. Let’s face it, this fight can only end one way: with a man on his back looking at the lights at the top of the arena. Both men hit hard, both prefer stand-and-bang, and both want to prove their point. However, you should buckle up because the ride will be fun for as long as it lasts.

What is not:

PFL

The only slight issue I have with this event is the fact that the 135lb showdown between Raufeon Stots And Marcos Breno is on the undercard, while Husein Kadimamagayev vs. Zafar Mohsen takes up valuable real estate on the main map. Stots is a former Bellator champion and Breno is a Bellator veteran. Kadimamagayev and Mohsen are somewhat less well known. Mohsen fights outside of Germany and is currently on a three-fight winning streak with an overall record of 13-4. As for Kadimagomaev, he is 11-1 and is riding a five-fight unbeaten streak as both head into their PFL debuts against each other.

Young talent and “prelims”:

Apart from Ngannou, Johnny EblenCyborg, Stots, Paul Hughes And Fabian Edwards everyone is making their PFL debut – we all know them well or will talk about them later – Taha Bendaoud will make his debut against Tariq Ismail. With a record of 3-0, Bendaoud is a baby in his MMA career and he hasn’t been particularly active since his debut in 2022. As for Ismail, he picked up a win at PFL MENA 1 earlier this year. his second win in a row.

Nacho Campos (5-0) will make its PFL debut against Ibragim Ibragimov (7-0) in a battle of undefeated fighters. Campos has four finishes – three in the first round – on his resume, while Ibragimov boasts three submissions and three knockouts. This is an entertaining battle between two up-and-coming competitors with a chance to shine on the big stage.

Makkasharip Zaynukov will make his PFL debut against Dedrek Sanders. Zaynukov brings his four-fight win streak to the Smart Cage for the first time after fighting in Russia for the majority of his career. As for Sanders, he made a splash with a knockout in his PFL debut Sergio Cossio in the very first round earlier this year.

Who urgently needs a win:

2024 PFL 9: Washington DC Playoffs

Believe it or not, Ngannou desperately needs a win here despite having a six-fight winning streak. Why? It’s simple: He’s the new face of the PFL and the promotion has given him a lot of money to carry it into the future. After two crushing defeats in boxing, a loss in his PFL debut would be disastrous. Sure, he’ll still have a job and go nowhere with a loss, but the higher-ups will be scratching their heads and wondering if they made the right decision to throw so much financial and PR support behind someone who throws made a dud in his first fight. Furthermore, there is no telling how much scope Ngannou will have if he comes up short. He could very well take another long break from MMA and try to cash as many big boxing checks as possible before he decides to call it a career.

Interest rate: 9.5/10

PFL

After months of pleading, Cris Cyborg will finally get her first opportunity to showcase her skills in the Smart Cage against Larissa Pacheco, the current PFL Women’s Featherweight Champion (preview here). Cyborg is riding a seven-fight winning streak, which includes a record five consecutive title defenses with her Bellator 145-pound strap, and has a chance to capture her fifth title in as many promotions, an unprecedented feat, which will probably never be repeated. The fearsome striker hopes to not only add another belt to her mantle, but also add another brutal knockout to her highlight reel to further cement her status as the best female fighter of all time. As for Pacheco, she wants to cement her own legendary status with a win over the multiple-time champion. She has already achieved an impressive victory Kayla Harrisontherefore, adding Cyborg as a notch on her belt will be huge for her career. This could end sooner, folks, because Pacheco isn’t afraid to stand around and bang.

PFL

Bellator MMA middleweight champion Johnny Eblen and Fabian Edwards will square off in a year-long rematch. Eblen (15-0) initially defeated Edwards (13-3) by technical knockout (TKO) at Bellator 299 in September 2023. He has since defeated the PFL light heavyweight champion, Impa Kasanganaywhile Edwards secured the rematch for the championship with a defeat Aaron Jeffery earlier this month. The two were scheduled to compete again at Bellator London earlier this year before the fight was postponed and rescheduled for this event. With a win, Eblen continues his rise as one of the best 185-pound fighters in the world, while Edwards looks to win his first-ever world title to call himself champion like his brother, former UFC welterweight king. Leon Edwards.

PFL

AJ McKee continues his march toward a lightweight title shot as he takes on the PFL’s hottest signing, Paul Hughes, who made his debut under the Bellator banner with a loss Bobby King via second-round technical knockout (TKO) at Bellator Dublin earlier this year. Hughes was a highly touted prospect coming from Cage Warriors and PFL was able to beat UFC and sign him. Now he has a chance to score one of the biggest victories of his career and get on the fast track to a title shot by defeating one of the most experienced fighters in the world. McKee is on a four-fight winning streak and was last seen winning Clay cabbage at the “PFL vs. Bellator” event earlier this year via first-round submission (see here).

This was the fourth straight win for “The Mercenary” since he made the move to 155 pounds following his loss at 155 pounds Patricio Pitbull at Bellator 277, which cost him the featherweight title. The winner of this fight could very well win a championship showdown against the division king. Usman Nurmagomedovin 2025. For McKee, it would be a chance to win another title in a different division, while Hughes can get his blossoming career into high gear sooner rather than later.

NEW DELHI: Sarfaraz Khan and Rishabh Pant got into a mix-up that almost cost the hosts defeat on the fourth day of the first Test between India and New Zealand M Chinnaswamy Stadium in Bengaluru on Saturday.
The incident took place in the 56th over of India’s second innings when Sarfaraz was about to score his first hit Test century during the home team’s courageous comeback.
On the first ball of the over, Sarfaraz, batting on 94, played a late cut off Matt Henry to deep backward point and sprinted through the first run, sensing a double. Both batters initially seemed sure there would be another run in it, but Sarfaraz realized it could be a risky affair and refused, while Pant kept running, looking at the ball instead of his partner.
Sarfaraz began shouting and gesticulating frantically, jumping up and down, trying to get Pant’s attention. Luckily the throw didn’t hit the stumps and wicketkeeper Tom Blundell had to move away to catch it with an awkward bounce, giving Pant enough time to get to safety.
For some reason, Blundell refrained from using the forearm shot to knock the stumps to the ground.

Both batters breathed a sigh of relief before continuing to attack as Sarfaraz opened his maiden Test century with a boundary off Tim Southee, followed by Pant completing his half-century to allay fears over his knee injury.
A jubilant Sarfaraz cheered, took off his helmet and raised his bat to the crowd before Pant greeted him with a bear hug.
The duo’s unbeaten 113-run partnership kept India in the game and reduced New Zealand’s lead to just 12 runs before rain halted play and forced an early lunch.

Shooting in Perry County leaves three dead and one injured

PERRYVILLE, Mo. – Three are dead and one man was taken to the hospital after a shooting Sunday at a gated community 15 minutes west of Perryville.

At approximately 11 a.m. Sunday, the Perry County Sheriff’s Office responded to a 911 call at a home on Port Perry Drive in the Lake Perry neighborhood, a gated community near Silver Lake, Missouri.

After an investigation, the sheriff’s office reported that Jerry Moore, 68, of Perryville, shot and killed three people: his wife, Diane Moore, 55, Allen Kennon, 46, both of Perryville, and Dennis Stanfill, 54, of Barnhardt, Missouri. and then turned the gun on himself.

“It’s a terrible situation,” said Roger Prost, a Perryville city councilman. He said it had been years since the last murder in the city and he couldn’t remember a violent crime in the Moores’ upscale neighborhood.

“As far as I know, nothing has ever happened out there,” he said.

Moore, his wife and Stanfill were pronounced dead and Kennon was taken to a St. Louis hospital with injuries. According to a news release, Dennis Stanfill’s wife, Terry Stanfill, 56, was also present but was not injured.

Witnesses interviewed by the sheriff’s office said the couple had been arguing. The sheriff’s office reported that Diane Moore returned to the home she shared with Jerry Moore and the other three people, apparently to collect her belongings.
