Manatee County Clerk of Court launches Free Hope Card to protect victims of domestic violence

Government

People in Manatee County who have been placed under a protective order can now apply for a free Hope Card, which provides quick and easily accessible proof of their protective order. Created by the Manatee County Clerk of Court & Comptroller, this program aligns with Domestic Violence Awareness Month and provides an important tool for those in need of immediate verification of their protected status. Developed in collaboration with the Florida Attorney General’s Office and Florida Clerks and Auditors, the Hope Card is a convenient, wallet-sized card designed to simplify interactions with law enforcement. It quickly checks whether people are protected by a court order, reducing the need to carry legal documents and ensuring quick action when necessary. This is particularly important for those who may have been displaced or affected by recent events such as Hurricanes Helene and Milton. Anyone who has a legally binding protective order – whether due to domestic violence, stalking or similar threats – can apply for a Hope Card. The card, available in both digital and physical formats, is free and easily obtained by visiting or contacting the clerk’s office or by completing the form included in the final restraining order package. The Hope Card program was mandated by legislation passed during the 2024 session and sponsored by Senator Lauren Book and Representative Mike Gottlieb. The card contains the names and dates of birth of both the protected person and the defendant, as well as the case number and order expiration date. The cards are valid for two years or until the temporary injunction expires and can be extended if necessary.
